Ft. Howard Development LLC Is In Receivership

About a month ago, I had a phone conversation about Fort Howard with Eric Pierce of the Department of Veterans Affairs' asset management office. The situation is so bad that I haven't been able to deal with it. The Ft Howard lease holder - Tim Munshell - owes a lot of money for other peoples' work done towards the development project, and they are trying to force Munshell into bankruptcy. Mr. Pierce informed me that the State threw out the bankruptcy case and sent it to the County. 

Munshell's Ft Howard Development LLC is now in receivership, which means that some person - the receiver - acts as custodian of a company's assets. Very unfortunately, for all, Fort Howard Development LLC's only asset is their lease with the VA. The receiver is the one who decides whether to sell the lease; then the government must approve that purchaser.

So, someone who may not know much about Ft. Howard currently has the say.

Munshell is holding onto the lease to try and bum-squeeze money out of anyone. 

There have been buildings on the former Fort Howard VA Hospital grounds destroyed by eight arsons, other vandalism damage is everywhere, buildings are rotting by nature, and Munshell is legally bound to restore everything. The grounds are grossly overgrown, which must be taken care of. County fines are owed. Creditors are owed.

What actual property developer will buy into that?

If no new lessee signs on, the property will be taken from veterans use and given to the General Services Administration. The GSA will do what it wants with it.

Eric said he has read a lot of what I have online about the Ft. Howard fiasco, as have other VA employees, but they do nothing about it. They do not act on the factual info, nor say it ain't so.

Now you see why I haven't been able to deal with this for a month.

Message Repeatedly Sent To VA About Ft. Howard

On Sept. 27, 2018 the Secretary of Veterans Affairs held an online State of the VA Town Hall Meeting for three hours. During that time, they accepted questions online. I sent in the following message approximately 15 times:

Please help save Maryland's Ft. Howard VA for vets uses? Vets' lives could be bettered and some saved by a promised vets community on the former Fort Howard VA Hospital grounds. The GSA is about to take Ft Howard from the Vets, due to the VA signing leases with two separate con men - John Infantino then Tim Munshell. The leases were part of scams by those con artists. Munshell and Infantino owe millions of dollars to private companies who worked on the project and have cost the VA millions of dollars.

Motion for Order Approving the Sale of Substantially All Assets of Fort Howard Development LLC.

Does Tim Munshell still hold the lease to the Ft. Howard VAMC property? He sure-as-hell ain't ever gonna build anything there. He and his Ft Howard Development LLC are bankrupt. 

I have tried to contact the correct VA office to ask about the lease. I have looked all over the Department of Veterans Affairs website - and called the VA's 800 number - for contact info to their Office of Asset Enterprise Management OAEM), the Capital Asset Management Service (CAMS), which I understand handles VA properties. Can't locate any contact info for them. The 800 operator could not suggest any other VA office to contact about VA properties.

Timothy Stewart Munshell has always been morally bankrupt. Everything he has done concerning the former Fort Howard VA Hospital property is a scam.

Penniless Munshell as Ft Howard Development LLC Sued for $296.94

Ft. Howard VA property lease holder Tim Munshell - as his Ft Howard Development LLC - is being sued for hundreds of thousands of dollars for unpaid work others did on Munshell's faked development project that is supposed to create a "veterans focused" community on Maryland's former Ft. Howard VA Hospital grounds. 

So far as I can find, he is not being sued by other people he scammed by using his fake Fort Howard project to convince people he is going to make a lot of money developing the property. 

Timothy Stewart Munshell also owes Baltimore County a lot of money for fines. 

His scam cost the VA: lost rent; unpaid electric bill; legal funds for dealing with the project and Munshell's lies; millions of dollars in damages from arsons along with other vandalism; failure to perform upgrades; neglect of the Ft. Howard property. And more. 

Munshell has begun bankruptcy proceedings, and a trial before the U S Bankruptcy Court for the District of Maryland is scheduled for August 21, 2018.

Munshell is so damned broke he is also being sued in Montgomery County for the meager amount of $296.94, and that trial is set for August 15, 2018 at 1 pm.

Ft. Howard Veterans Affairs Medical Center Property Development Project is DEAD

The Department of Veterans Affairs' proposed development project of a "veterans focused" community on the VA's Ft Howard property in Baltimore, Md. is dead. Final proof is in the court records published below. The current lease holder of the Ft. Howard VAMC Property - Tim Munshell/Ft Howard Development LLC - is being sued for everything he has. But he doesn't have anything of value to satisfy any lawsuits.  

The VA is about to loose control of the Ft. Howard property to the General Services Administration. This is not fair, because the VA signed two subsequent leases for Ft. Howard to two individual scammers. Those two low lifes have been using their Ft. Howard connections for prying loose investment monies from scam victims. And multiple government agencies and private companies have lost millions of dollars to the two scammers. We veterans loose big-time. 

Over and over again, I published results of my investigative research of the two lease holder scam artists. I provide clear info with links to proof online. I inform many people of my published works: elected officials; VA officials; all types of media all over America & the world and several foreign embassies in D.C. of countries where the first scammer - John Infantino - is or has run scams. Infantino has repeatedly scammed military and veterans communities across the country. No one but some people of the veterans rights community and some residents of the Ft. Howard area give any respect to my work. 

People all over the world refuse to accept the Ft. Howard facts I publish. Mostly people all across America. This crushes down so powerfully on me that I barely function as a human being anymore. I have an extensive stock of photography to publish, plus numerous ideas and prewriting for more of the wide variety of written works I publish. 

I need everyone to face the facts of the Fort Howard Veterans Affairs Medical Center Property Development Fiasco. And admit that I am (painfully) correct in all I say about it. 

It's dead. A project promised to have been begun years ago, but never truly has had any life at all. A devastating situation for Fort Howard. Face it. Final proof is in the court records below:

It Is Way Past Time For The VA To Cancel Tim Munshell's Lease To Ft. Howard VA Property but Not Take The Property From Veterans' Use


From a conversation I had with an employee of the VA public info office, I learned that if the current lease holder of Ft. Howard fails (he is failing) to produce development of the property, it goes to the General Services Administration. Then it will be given to a different entity than the VA. The government policy is, 'two strikes and you're out.'

This is not fair, because the VA signed leases with two separate individuals who never intended to do the work. Those two used, and are still using, their VA leases to con investors out of large sums of money. The VA did not sign leases with legitimate developers, therefore it is not right that we American veterans loose our use of our very valuable property.

Three-and-a-half weeks ago, I was driven to the entrance of the Fort Howard Veterans Affairs property. No security guards for the property were seen. The gate appeared to have a cheap lock on it. I was sickened by the sight of the old VA Hospital grounds rotting away - about a decade-and-a-half after the promised development of a veterans focused residential community was supposed to have begun. 

The person driving the car had been on the VA grounds about a week before that. The driver (we'll call them Sam) deeply desires to be a volunteer at the Ft. Howard VA helping veterans. On the VA property, Sam encountered a man who was staying there as security. A ridiculous excuse for the 24/7 security that Tim Munshell - who has the lease to the property - is legally bound to provide.

As Sam had walked onto the property, they heard a dog barking. Sam thought the dog may be stuck in one of the old empty buildings there, so they went looking to help it. It was a pit bull tied to the front of a small brick building, where the developer's office is. I had done photography work at numerous events in Ft. Howard Park, which splits and shares the North Point Peninsula with the VA. Most events held in the park are allowed to use the VA grounds for parking. Numerous times, this facilitated me seeing a little red light lit on a box on the brick building's front, which is to signal to people that a burglar alarm is on. Sam said the security identified themselves as an off duty police officer living there. Security said his name is Officer (?) Fink (?).

Before Fink knew Sam was there, Sam had calmed the noisy dog down and was rubbing its belly. When Fink came out to the scene, he became very angry; not only for Sam's trespassing, but also for petting his watch dog. Security has the authority to have trespassers arrested, and I know of nearly 60 arrests for trespassing that had occurred a year or more before Fink became security. Sam was not arrested, but Fink verbally tore into them. Then let Sam leave.

Having only one guard there is nearly no security at all.

Sam and I rode along the VA property's fence line. I looked into the VA where we could see through the massive overgrowth of trees and bushes. I saw enough to know that no construction work is being done on the VA property.

Everyone who has been on that property, in the past decade or so, sees that every building, but the one with a burglar alarm, has been severely vandalized. The worst being complete destruction by arson of three large, 1900-era, grand old houses that had stupendous views of the Chesapeake Bay. Munshell is responsible to restore those houses to their original form. 

Firefighters who extinguished those three fires - plus four other fires there - found that fire hydrants on the property did not work. Baltimore County hit Munshell with a $43,800.00 fine for that and not maintaining a 24/7 fire watch. The fine probably remains unpaid. Munshell was also court ordered to repair the fire hydrant system, but I doubt he has.

I have proven that both Munshell and the first fake developer who held the lease to Ft Howard - International Super Scammer John David Infantino - would never begin construction on the project. Proven by my investigative research, writings and photography, which is well over a thousand hours of hard work.

A VA official once emailed me saying that I "have it all wrong," concerning the fiasco of the Ft Howard development project. I am the only one in the world who has it all right. My published writings and photography prove that.
