Infantino Maintains Phoney Ft. Howard Webpages
Unfortunately, Infantino still maintains several websites with Bayside at Fort Howard listed as one of his successful projects and also as one of the numerous properties he (falsely) declares himself to be an Asset Manager/Property Manager of. His websites are all important parts of his international scams, because those websites are believed by millions of people world wide - even though the sites are 99.99% absolute lies.
For about a month after Attorney General Gansler won that lawsuit, anytime I clicked on a link to the deleted Bayside at Fort Howard website, the Internet took me to a webpage saying something about that linked web address going nowhere. Today, I find that clicking on any published link for Bayside at Fort Howard, or by copying and pasting that link into a web address bar, the Internet takes you to John Infantino's Federal Asset Management website, where there is a listing on the "Projects" pages for Bayside at Ft Howard. It reads:
Bayside at Fort Howard - Federal Asset Manager's Role: Asset Manager/Property Manager
Public Entity: U.S. Department of Veterans Affairs
PLANS http://fedassetmgmt.com/pdfs/plans/bayside_sitemap_0308.pdf
MORE INFORMATION http://www.baysidefthoward.com
And then there are several paragraphs about the (phoney) project. All carefully worded to confuse and convince potential scam victims of Infantino's to trust John Infantino in any property development deal; while also being worded to be able to help John Infantino beat any lawsuit or criminal fraud charges based on his Ft. Howard listing.
On Infantino's VetsUSA website he also still lists Ft. Howard as one of his jobs done well:
http://www.vetsusallc.com/projects.html
http://www.vetsusallc.com/projects/FortHoward.pdf
Infantino's Federal Group International website at:
http://www.federalgroupintl.com/Federal-Asset-Management.html
has a link to his Federal Asset Management website at:
http://www.fedassetmgmt.com
which has that Ft. Howard listing on it.
Seems to me that Maryland Attorney General Doug Gansler and his investigators knew about Infantino's well known (in Maryland) and easily located Bayside at Ft. Howard website, but they do not know that the phoney Ft. Howard development project is still being used on other websites of Infantino's.
John Infantino is clearly maintaining his websites, so why did he not take Ft. Howard off all of them?
Because it is all used in scams being done and done again and again - to victims all over the world.
There is a John Infantino Bayside at Ft. Howard lawsuit press release on the Maryland Attorney General's Website:
AG Gansler: Developer of Unbuilt Retirement
Community for Veterans in Baltimore Co. Must
Reimburse Deposits to Applicants
Baltimore, MD (June 3, 2014)
The press release on that page ends with:
The settlement requires Infantino and his companies to pay restitution to all Bayside at Fort Howard applicants whose money has not yet been returned to them. They must also pay the Consumer Protection Division $2,500 for its costs investigating the matter and a $10,000 penalty, which may be reduced to $5,000 if all terms of the settlement are met.

Ft. Howard VAMC Situation April 2016
A Veterans Administration official told me that if the current lease holder of the Ft. Howard VAMC property defaults on that lease and losses it, the property goes to the General Services Administration - where it may be sold. Which may or may not be good for those of us who are affected by what happens there on the shores of the Chesapeake Bay.
Fort Howard sets on the shores of the Chesapeake Bay. The entire medical center is closed. It is slated for redevelopment as a residential, retail & commercial, and medical community, where veterans receive preference on the rental spaces to be built. If you do not know the area, or haven't been there for a long time, here is my published photography of the area:
https://www.flickr.com/photos/ursusdave/collections/72157630741461828/
The Ft. Howard VA Medical Clinic is permanently closed. If the first developer - who the VA took back a lease to Ft. Howard from, or the second developer - who now holds a lease on the VAMC property, had done what the lease agreement says they'd do then there would already have been a new medical clinic built on Ft. Howard. Here is the VA release on the closure: http://www.maryland.va.gov/emergency/
Here is an artist rendition of currently proposed construction at Ft. Howard VAMC by Ft. Howard Development, LLC: http://pfarc.com/01on-the-boards/fort-howard/#1
Linked below is a January 2016 Order and Decision from Balto County that levies fines of $43,800 against Ft. Howard Development, LLC for not providing security/fire watch 24/7, not fixing fire hydrants on site, maintaining a nuisance. There were 7 fires. The lease requires the developer to return all damaged property to its original state. Which includes three large homes built - beautifully solidly by old time craftsman - for army officers circa 1900. http://forthoward.org/wp-content/uploads/2016/01/Order-and-Decision-1-13-161.pdf
This VA letter (linked below) says Ft. Howard Development, LLC is in default on the lease. The letter incorrectly blames Councilman Crandell for the developer's delays in construction. It also lies by saying "the developer will continue to provide 24/7 security service and he will continue his efforts to protect the historic facilities from further decline." He never was providing full security nor working at protecting from further decline. Nor do I believe he is now or ever. My extensive research reveals that the developer is incapable of completing such a project. Web search the developer - Tim Munshell and Carl Williams - to see what is online about those two. http://forthoward.org/wp-content/uploads/2016/04/Enclosure-oaem-fort-howard-update-letter-17feb162.pdf
I was at the Baltimore Greene Street VA Hospital yesterday (bronchitis has a wicked grip on me), and a VA Police Officer told me they are covering all shifts at Ft. Howard VAMC and security guards hired by the developer are also there 24/7. On an earlier medical appointment at Greene St., a different officer told me the civilian security guards come in to begin their shift by going back in among the empty buildings to go to sleep.
Fort Howard Community Members Testify at CZMP Hearing March 31, 2016, about the VAMC property http://forthoward.org/fort-howard-community-members-testify-czmp-hearing-march-31-2016/
In an Open Letter to the Veteran’s Administration, linked to below, is: "The VA campus has been completely stripped of all metal (including the entire VA campus power plant) without any Baltimore County Department of Permits, Inspections, & Approval permits or inspections." For years, people told me work was going on at Ft. Howard, and my reply has been that it was metal scrappers making money recycling for cash - in liew of being paid by the developer. And taking any damned thing they can, without regard to future needs of the Ft. Howard VAMC property. There was medical equipment, massive amounts of furniture, an entire hospital kitchen full of stainless steel, and much, much more. http://forthoward.org/fort-howard-vamc-patient-closure-follow/
The is very little online about the current Ft. Howard "developer" - Tim Munshell & Carl Williams. If they had developed projects like Ft. Howard, news stories would be online about the successes. At the same time they were beginning their Ft. Howard "project", they were working another one near Washington D.C.. Without requisite experience or financial strength to do one project, they had two going. Here are quotes from the article linked to below:
"Maryland has halted plans to build a housing-agency headquarters in New Carrollton, putting on hold Prince George’s hopes for an urban transit-accessible neighborhood that would attract amenities to the county."
"The project, called Grand Central, had fallen months behind schedule as the state-chosen developer struggled to finance the project."
"Last year, the governor followed through by selecting Grand Central Development, founded by Temple Hills developer Carl S. Williams and Tim Munshell, to bring the project to New Carrollton."
"Months after O’Malley selected Grand Central, another of the developer’s companies, Carl Williams Group, was ordered in May by a New York state appellate court to pay investment manager UrbanAmerica $9.95 million to resolve a dispute dating to 2008."
"Williams also has personally been the subject of several tax liens from the Maryland comptroller’s office for failure to pay state withholding taxes for employees at one of his companies, records show."
"UrbanAmerica sued Carl Williams Group, alleging that the local firm had defaulted on a loan from Urban America, unfairly breached their agreement and fraudulently stashed securities with another Temple Hills company."
"That company, Bexley Place Limited Partnership, which shares the same business address as Carl Williams Group, filed for bankruptcy in April 2008, a move that “prevented plaintiff from foreclosing” on the assets, according to the court ruling."

Bayside at Fort Howard
Veterans have first choice on all rental units and get a discount. But, as Blaine Taylor has stated in his two recent letters in The Eagle, many veterans will not be able to afford the rental prices. That leaves plenty of room for nonveterans.
This project was not planned as affordable housing for veterans, on surplus land.
At a public meeting in the Edgemere VFW, the former director of the Fort Howard VA Medical Center stated that the idea for this project came about when the hospital was not given the funds to continue, and was closed down.
But it was not closed down due to lack of need. That Fort Howard property is the perfect place for what it once was: a much-needed inpatient and outpatient medical center with superb physical rehab facilities. It is also perfect for nice homes with a fantastic view of the Chesapeake Bay.
When it was a VA hospital and I was a patient there, I would sometimes see family and friends of hospitalized vets out on the spacious, peaceful, beautiful and safe hospital grounds with their veteran loved one, when the vet was suffering from a serious medical condition. That open space, peaceful beauty and hospital privacy was good for their aching souls.
Fort Howard’s open space was well used by many patients and their visitors. Some hospital staff members who often took long walks out there in order to deal with the human suffering they were privy to every day also used it. It never was unused open space, as the developers and some others want you to believe.
The Fort Howard property no longer has any security guards. Thieves have already stolen copper pipes and other items from buildings there. Someone needs to provide 24-hour security down there.
The buildings are decaying faster and faster. It is time for the Federal Development Corp. to face the fact that it is subject to Baltimore County rules, regulations, tax laws and all other laws, and that the Fort Howard and Edgemere-area infrastructure cannot handle all of the rental units that Federal wants to put there.
What veterans and their loved ones need to be built there is a new hospital, which is for the treatment of medical problems that veterans often suffer from, and for the rehabilitation of horrific war injuries that too many of our service personnel are coming home from the current wars with.
This war situation is going to last a long time, and casualties of these wars need medical centers like the old Fort Howard hospital used to be. So do aging veterans of previous times in the service of their country.
Unfortunately, the federal government refuses to provide full funding for veterans’ health care.

John Infantino Scam Websites Today Employ Lies About Ft. Howard
Here we are at fifteen years past the time the VA fired John Infantino from his Ft. Howard VAMC property development lease, and Infantino still uses his fake development project - Bayside at Ft. Howard - for promoting his investment scams as if Bayside is real and very successful. And as if he does not owe the VA and others millions of dollars due to just that scam. He owes it. As long as John Infantino's scam victims are still suffering from their scammed experiences - as some or all are - plus with Infantino still running scams where he uses Ft. Howard as an example of his successful property development, he is pertinent today. Below are links to where some of the lies are online today:
This link is to 30 fake info PDF files, touting a supposed active veterans' community on Ft Howard, documents which were created and are online to fool investors:
https://grande.property/jdrealty/fort-howard-md-mixed-use/
Here is a quote from Infantino's Bayside Veterans Presentation:
"Bayside at Fort Howard is a retirement community designed especially for U.S. Veterans and their spouses, widows or widowers. The U.S. Department of Veterans Affairs Selected the Fort Howard Senior Housing Associates as the Master Developer for the 93-acre property on the Fort Howard peninsula. Built on the Foundation of a public/private partnership, this is a unique retirement community that will serve as a national model for better serving the needs of our veteran population."
Here is something from one of his Question and Answer pages:
"1. What is Bayside at Fort Howard?
Bayside is a unique life care retirement community offering an active, independent lifestyle in a pleasant environment with access to care for the rest of your life... We offer a one-year renewable lease option in addition to a life care program."
As an upfront payment to live on Ft. Howard till the resident dies, Infantino's "life care program" was set up to take everything a future resident owns. The application - a questionnaire - was offered online, but the applicants had to send a paper check to a post office box. Checks are more difficult to trace than digital transfers of money.

John Infantino Did Not Apply For Rezoning of Ft. Howard
The first lease to the Fort Howard, Md., Department of Veterans Affairs property, for the development of a proposed veterans community - John D. Infantino's bogus Bayside at Fort Howard - on valuable Chesapeake Bay waterfront was terminated after Infantino did not do anything to make the project happen, but file a development plan. He purported that he needed to develop the property into 1,300 residential units, for it to be economically viable, but the land was zoned for 550 and many Ft. Howard area residents wanted it lowered to a more reasonable 350. Infantino did not try to have Baltimore County rezone the property for 1,300 homes. He submitted plans for 1,300 living units and "170,000 square feet of amenities and services", anyway.
What is copied below comes from court records when Infantino sued the United States (every American citizen) as a 'smoke screen' to cover his scams:
"FHSHA (Ft. Howard Senior Housing Associates) was required under the Lease to comply with County requirements or seek a modification of the requirements. Here, the government argues, it is undisputed that FHSHA never submitted a formal permit application to Baltimore County requesting approval for 1,300 units or otherwise asking the County to modify the zoning restrictions that limited to 550 the number of units that could be built at the Fort Howard site.
FHSHA next argues that its failure to construct the CBOC (Community Based Outpatient Clinic) xshould be excused because the parties were mutually mistaken regarding two facts underlying their Lease. First, FHSHA argues that the parties were mutually mistaken in their belief that the County would approve FHSHA's construction of 1,300 housing units at Fort Howard under the Lease. Second, FHSHA argues that the parties were mutually mistaken in their understanding that "Baltimore County [would] not have authority to issue permits but [would] be given [only] a courtesy review of site plans." Compl. ¶ 67.
The government argues that FHSHA was obligated to comply with Baltimore County density requirements and thus bore the risk of the County not approving the construction of 1,300 units at the Fort Howard site. In such circumstances, the government argues, FHSHA cannot rely on reformation of the Lease as a basis for finding that its failure to construct the CBOC was excused.
The court agrees with the government. As discussed above, although the Development Plan provided that FHSHA intended to build 1,300 units, the Lease expressly provided that the Lease, not the Development Plan, controlled and stated that the VA did not represent or warrant that the Fort Howard site would be suitable for any particular purpose. Def.'s App'x 54, Article 24.H. Thus, the Development Plan's statement that the proposed site was in keeping with Baltimore County's intent for the area is not relevant. Because, as discussed above, the Lease required FHSHA to comply with state and local requirements associated with the development and construction of the project, FHSHA was required to obtain county approval to build the full 1,300 units, and thus assumed the risk that it would not be able to obtain such approval when it signed the Lease. Accordingly, there was no mutual mistake. In such circumstances, the court finds that FHSHA cannot establish that it is legally entitled to reformation of the Lease.
As discussed above, the court agrees that the Lease required FHSHA to obtain Baltimore County's approval for the development of the property. If FHSHA knew that it would have to construct 1,300 units rather than 550 units to make the Lease viable, FHSHA was required at a minimum to try to get permission from the County to build more than 550 units. The undisputed facts show, however, that FHSHA never sought a variance from Baltimore County. To the contrary, FHSHA decided not to seek a variance, but instead sought only an exemption from local land use rules. See supra n. 15. A request for an exemption is not the same as seeking to comply with local land use requirements through the variance process or otherwise.
Because FHSHA bore the risk under the Lease for complying with Baltimore County's density requirements and failed to even attempt to comply with Baltimore County's zoning code, it cannot show that its failure to construct the CBOC should be excused because it could not finance the project. FHSHA simply failed to fulfill its obligations under the Lease. As such, the court finds that FHSHA's impossibility defense fails as a matter of law.16"
"5. The Development Plan
As described in Article 10.A.1 of the Lease, "Lessee has commenced and completed the Development Plan which sets forth Lessee's overall plans, including but not limited to planned Permitted Uses for the Parcels, for developing the Property into the Project pursuant to this Lease. . . ." Id. at 23, Article 10.A.1.3 The Development Plan includes, amongst other items, the obligation to construct 1,300 units—including 353 active senior units; 481 independent living units; 165 assisted living units; and 106 skilled nursing units—and 170,000 square feet of amenities and services. Id. at 98, 103.4 Pursuant to Article 4.A.3 of the Lease, FHSHA was required to develop the Property in accordance with the Development Plan. Id. at 10."

Fire Damages Done To Fort Howard VAMC
The developers have never done such a massive, multi-million dollar project, but the VA gave them the lease anyway. The developers possess neither the experience nor financial strength to do the Ft. Howard development.
Since that signing, the VAMC property has had numerous fires destroy or damage more than a million dollars worth of buildings. The lease requires Munshell & Williams to take care of and protect the property. But because they don't, they are legally bound to clean up the fire mess and replace the buildings. They haven't done a damned thing about the mess, nor do they protect it by always providing security fire watch for the remaining property 24/7 - as is required.
Consequently, Baltimore County hit Munshell & Williams with a $43,800.00 fine. Which remains unpaid.
Way before that, the Federal VA Police Service had been taken away from Ft. Howard. After decades of excellent service by teams of good cops 24/7. I know, because I was a patient there over the decades and had gone to a doctor's appointment at the medical clinic there and was shocked to see that the receptionists were siting behind a brand new bullet proof, clear barrier. They said the VA took the cops away and were no longer there to protect them. But the bullet proof glass only protected who was working in that little administrative office area, not the whole clinic of doctor's offices- including patients.
July 14, 2012 - Fire fought by 150 personnel using 50 pieces of fire equipment.
After that 2nd fire on the 14th, the VA's police were assigned back there 24/7.
September 6, 2014 - During the Defenders' Day Celebration (in the park next to the VAMC), I spoke to a VA cop who said that in the first month after full VA Police service was restored, they had "done over 50 lock-ups. Mostly young men in their early 20s, from far and wide, coming in to party." Put that in your pipe and smoke it. That represents a lot of good-future-jeopardizing police arrest records. The way that the property looked completely abandoned and left to rot, to most people, unfortunately some people felt they weren't hurting anyone by misusing the property.
September 2014 - VA Police ordered to only patrol medical clinic.
I know that for awhile, sometime back then, the VA cops were only there when the clinic was open. I do not remember exactly when this period of day shift service only was.
September 12, 2014 - Fire burns in dumpster behind main hospital building. An electric power tool, left on by the crew scrapping metals and other valuables, had started the fire, but little damage was done to the property.
December 6, 2014 - Fire destroys large 3 story house.
December 20, 2014 - Fire burns house, and it takes 5 hours to fight using 15 pieces of fire equipment.
December 24, 2014 - Baltimore County Fire Department orders developers Tim Munshell and Carl Williams to repair defective fire hydrants by January 2, 2015. And provide fire watch 24/7. BCFD found that eleven out of twenty-two hydrants were not working.
January 13, 2015 - BCFD tags non-functioning hydrants.
January 20, 2015 - BCFD returns to Ft. Howard, inspects it again, sends the developer a list of non-functioning hydrants and reiterates that a 24/7 fire watch is needed. Fire inspector never saw any fire watch while doing inspection. He stated that sometimes security was at the gate, sometimes it wasn't.
January 27, 2015 - James William Folk arrested for December 20, 2014 fire, and charged with second degree arson and second degree burglary. Found guilty of Burglary-Fourth Degree-Storehouse. Prison sentence not listed in online court records.
May 5, 2015 - Office trailers on fire. At 6:21 AM responding firefighters could find no security personnel, so they had to cut the lock off gate at entrance to VAMC property. Then they could not get fire hydrants on VAMC property to work. Fire burned on till tanker truck arrival.
July 21, 2015 - Fire happens again, and VA Police go back to patrolling property 24/7.
July 31, 2015 - County Code Enforcement Citation issued alleging developer has not complied with BCFD order of December 24, 2014. BCFD alleges that no 24/7 fire watch was maintained from January through May, 2015. Civil penalty of $200.00 a day was assessed.
August 7, 2015 - Developer told by VA that water lines on the property were turned off by the VA because of water leaks.
November 19, 2015 - BCFD inspected Ft. Howard and found that those eleven hydrants were still out of service.
At a hearing detailed in the next paragraph, BCFD Captain Haley said there were 7 fires at Ft. Howard, but I can only find web published info on 6 fires. 6 or 7, its horrifying enough
Captain Ronald Haley of the Edgemere Fire Station testified before an Administrative Law Judge at the hearing on a Citation issued on July 21, 2015 by the Baltimore County Department of Permits, Approvals and Inspections for the failure of the developer to comply with the order of the Baltimore County Fire Department dated December 24, 2014 for which a civil penalty was proposed for $43,800.00; as well as for a Citation/Notice to abate nuisance pursuant to Baltimore County Code dated July 31, 2015 for which a civil penalty of $1,000.00 was proposed; said Citation/Notice alleging that the developer created and has allowed a nuisance to exist on its property known as Ft. Howard, in Baltimore County, Maryland.*

I Just Sent This Email About Ft. Howard to the Maryland Attorney General
Were American Military Veterans Repaid Deposits Made for Failed Housing at Fort Howard?
In 2014, your office had a court case against John David Infantino, who's - "veterans focused" - proposed Bayside at Fort Howard residential, retail, commercial and medical development project for the former Ft. Howard VA Hospital property failed to materialize. Your office - as per a phone conversation - swore to me that all the deposits were repaid. I am requesting proof that the monies were returned to the depositors.
The VA had cancelled their Ft. Howard lease with John Infantino several years prior to the court case. With that court legal determination, you told John David to take down his website for Bayside at Ft. Howard, which he had kept up online to help him convince potential investor/scam victims that he was a success at creating the promised vets' community and was working on other projects worth investing in. He took it down, then a few months later I found it up online again, because I have worked at hundreds of hours of investigating and tracking John D Infantino's online activities. I immediately informed your office that the website was back online, and was told, "Well if it is, he'll never build another thing in Maryland." To which I replied, "He never has and never will build anything anywhere. He is nothing but a conman." And then was told by your staff member that they them self had read some of what I posted online about Infantino, and simply said something to the effect that yeah Infantino is a bad guy.
As per an article in the East County Times, one vet depositor and his wife had sold their home in expectation of moving to Bayside at Ft. Howard, then when the development only seemed stalled to them, they moved into temporary shelter in their son's garage. We can reasonably surmise that other depositors had their lives upended in similar ways.
The Ft Howard VAMC development is a 19-year fiasco of a complete failure, which leaves the property rotting, vandalized, 8 arsons occurred destroying millions of dollars of the best, 1900-era, old time craftsmen constructed, large beautiful, Chesapeake Bay/Patapsco River waterfront homes that were originally for Army officers' families circa World War One.
You need to get onboard with those of us who are now fully confronting the issue and demanding that it be resolved by having something positive done with the Ft. Howard VAMC grounds for veterans and the affected communities of the Ft. Howard, Maryland area.
Please provide us with a list of the Bayside at Ft. Howard depositors who were or were not repaid by John D. Infantino.
Here is the link to my blog post about the court case:

Ft. Howard Infantino Lawsuit Won Not Much
AG Gansler: Developer of Unbuilt Retirement
Community for Veterans in Baltimore Co. Must
Reimburse Deposits to Applicants
Baltimore, MD (June 3, 2014)
From it:
In order to apply to lease a rental unit, veterans had to submit an application packet and pay a "holder fee" of $500 for a single applicant or $750 for a joint application. A second deposit of either $1,500 or $2,250 was later collected from tenants to secure their residency.
The press release on that page ends with:
The settlement requires Infantino and his companies to pay restitution to all Bayside at Fort Howard applicants whose money has not yet been returned to them. They must also pay the Consumer Protection Division $2,500 for its costs investigating the matter and a $10,000 penalty, which may be reduced to $5,000 if all terms of the settlement are met.
http://www.oag.state.md.us/Press/2014/060314.html
This means little, because John D. Infantino owes a lot in other lawsuits against him that hasn't been paid; there are other lawsuits in the works not yet gone to court; there are many people around the world who also wish to - and have legitimate reasons to - sue John Infantino.
In the Ft. Howard situation, there may be no way to prove all the Ft. Howard application fees illegally paid to Infantino. If he doesn't want to. Because, on his Bayside at Ft. Howard website, which was taken offline shortly before the Maryland settlement recently being made and over 4-years after he lost the Ft. Howard VA lease, he had a print out application form that was mail in only with checks only. Checks sent to a Post Office Box in Washington D.C.. A P.O. Box near his virtual office in the renowned Ronald Reagan Building and International Trade Center, strategically located on Pennsylvania Avenue in Washington D.C.. A virtual office is not actually occupied full time by tenants. You best believe, in this modern world of online money transfers of bank funds, credit card and debit card payments, it is not a good sign that Infantino required paper checks for his Ft. Howard applicants paying deposit fees.
I cannot load PDF Files on here, so I will add photos of the PDF File Infantino offered of his Bayside at Fort Howard application form I downloaded from Infantino's Bayside website. And I can verify by the number of times I checked on it that his Bayside at Fort Howard website with the application fee send in form was up and running up until just weeks before Maryland Attorney General Gansler won his lawsuit against Infantino.
I do not see any future in expecting that all those unfortunate folks who were ripped off by Infantino in his Fort Howard Department of Veterans Affairs Medical Center property development scams will be reimbursed.
John David Infantino must be stopped and punished!
All it takes is a good web search of John Infantino to find all that I have learned about him. No one can prove me wrong.

Time For Ft. Howard VAMC Property To Be For Veterans Uses
It is time to get this straightened out. Two decades ago, the United States Department of Veterans Affairs incorrectly declared that they were going to have a "veterans-focused" residential community developed on their property of the Veterans Affairs Medical Center at Fort Howard, Maryland. Two leases with unqualified 'property developers' and more later and the property has never been developed but allowed to be trashed, vandalized, misused, arsoned and to rot in the Chesapeake Bay Waterfront weather. Approximately 70 other such development projects - across America - are successful.
Not only has this been extremely disappointing to many of us, but some vets thought they were going to move to Ft Howard and sold their homes. Those vets and others had put deposits down on future rental residences on Ft. Howard, and they may not have gotten their deposits back. John David Infantino did that to them, as he was running similar scams all over the world and had already run a few against the VA and the military. All while making fictional grandiose claims of many real estate successes - including being property and/or asset manager to several VA facilities. He caused many financial and social tragedies all over the globe.
The second lease holder - Tim Munshell - followed suit with Infantino (whom Munshell knows) and Munshell had the same lack of security guards for the property along with very little work done. Except that Munshell never tried the deposit scam, though he allegedly attempted to make a $10,000,000 loan ("seed money") from the Iron Workers Union Retirement Funds.
Neither Munshell nor Infantino had any chance of bringing the massive amounts of financing required of them for the large project.
The Ft Howard VAMC property is well known among people who have explored the place for all these 20-years, thinking it was abandoned, interesting and spooky. I know of over 50 lockups made against young trespassers on Ft. Howard when VA Police were temporarily reassigned to the property. Plus other times when County police were called by neighbors.
It is a terrible situation for the small civilian community of Ft. Howard. Eight arsons that even burned down the three most beautiful 1900-era wooden homes that were well-built for Army officer families. I have photos and videos online showing all I say of what damages are there on the Ft. Howard VAMC property. Other people have posted their numerous photos and videos online of them walking all over the property and in buildings.
Nothing has ever been said by the authorities to Munshell or Infantino about the messes they made. Neither lived up to their signed agreements.
John Infantino sued the USA over the VA canceling his lease for Ft Howard, and in the court case he partly proved himself to be as conniving a conman as I say he is.
I have copies of signed agreements, court reports, websites, online articles about Infantino or Munshell, and more.
This situation has caused me years of depression and anxiety, as I did over a thousand hours of research, writing, photographing, posting and emailing about this. I can't take it anymore; this damned garbage is pushing me into my grave.
Day by day I wake up so sick inside I can hardly do anything. I am one of many who can have better life if the truths about this are presented to the world by a major publication.
I'm an old disabled vet, with one chance to have more years on Earth: I have to make this story happen and know of the ensuing legal actions against John D. Infantino and Timothy Munshell.
I have a great deal of info in posts on this blog at: https://davidrobertcrews.blogspot.com/search?q=fort+howard

Names & Addresses of Terrific Tim Munshell in Maryland Court Case Records
Like in the screen capture above, a few of the names listed below came from business info websites, and most of the names and addresses come from the Maryland Judiciary Case Search. In most cases, Timothy Munshell is the defendant in over a million dollars worth of law suits, he mostly lost, but can't pay. Ft. Howard, Md. VAMC property lessee and 'developer' Tim has used a number of variations on his names, at various times, for his-phony-self and his phony businesses. Timothy S Munchel might be his birth name, because it is probably pronounced the same as Munshell - and he may have changed his name to that because it is easier for people to pronounce & spell correctly. In divorce court records for his 3rd wife back, she is named as Munchel and he as Munshell. In the image above, the Cynthia listed is his current wife and Shauna was his wife before her. Cynthia is a highly accomplished, esteemed and hard working psychologist, but there is no such info online about the two ex-wives.
We all have preferences, or rock solid insistence, that our names are each pronounced and spelled in a certain way. You may have one version of your name for business and another for loved ones. Ringo Starr to us is called Richie by his family & friends and on legal documents most likely signed as Richard Starkey. Back when General then President Ulysses S. Grant was alive it was unwise to call him Ulysses Grant. Jennifer? Jenny? Jenn? We are specific about our names where we want to make sure other people can know it is I. Especially in business - it is our brand on our niche in society and our output into the world we share. Tim knows that, so he uses variations of his name to make it more difficult for people, businesses, government, law enforcement, the legal system, and media to pin everything he does wrong on him.
One Tim name comes up that I cannot find a court record of in Maryland, or more than one hit on the Internet - Timothy S Muncheo. I searched the entire Internet, especially Maryland court records, for every variation of Munshell's names and Fort Howard - Ft Howard - Ft. Howard. On the Maryland Judiciary Case Search site, name and address variations allow him to hide various case records from various people. I cannot link straight to the case records, so in order for you to verify there what I have written on here, you must sign in on their disclaimer page:
There may be other court records, names and business names used in other states by Tim
I seem to recall a Munshell website for Ft. Howard, that he did not keep up very long. Other than that, I doubt he has ever published any websites for his businesses. And he sure enough stays off social media. He hides out a lot, and is extremely difficult to contact. Many who care about the area, the proposed development project, and/or are volunteers at Ft. Howard Baltimore County Park events have tried, with only a few getting through.
The most listed address below is 18901 New Hampshire Avenue, which is a $700,000 house that is in Tim's wife's name only. He may have a room there set up as a tax deductible office space, but sure ain't gonna have any property developer business activities like having construction equipment, supplies, vehicles and crew there in that residential area of luxury homes. No evidence of that is seen in the latest Google satellite images of the residence, and me being an internationally known and respected photographer, with a keen eye for details in photographs, I can tell you for certain there are no construction crew boss's work-yard activities there.

Low and behold, I was just quintuple checking facts and found an online article about Ft. Howard that says Munshell is the Fort Howard Development Group president. So there's another name he's used.
The screen capture below - from a business info website - appears to have Munshell telling them he doesn't want his information listed. And I am 99.99% certain he never has a website for his businesses. In the 21st Century today, that means he is hiding a lot.
That image was harvested many months ago, and I apologize for not having the link to the website it came off of. The image at the top has it's originating link and site info on it.

A Second Default Notice From The VA To John Infantino About Ft. Howard
The first lease to the Fort Howard, Md., Department of Veterans Affairs property, for the development of a proposed veterans community - John D. Infantino's bogus Bayside at Fort Howard - on valuable Chesapeake Bay waterfront, was terminated after Infantino did not take any steps to begin the actual development or construction of the Project, nor properly respond to the notice (plus other official notices) sent that is copied below, which comes from court records, when Infantino sued the United States (every American citizen) as a 'smoke screen' to cover his scams:
"On February 27, 2009, in accordance with Article 23.B of the Lease, the VA sent FHSHA (Ft. Howard Senior Housing Associates) a second default notice identifying that FHSHA was breaching its obligations and responsibilities under the following provisions of the Lease:
a. Article 4.A.1 — FHSHA is failing to finance, develop and maintain the Project as required by Article 4.A.1 of the Lease.
b. Article 4.A.7 — FHSHA is failing to operate, manage and maintain the Property as required by Article 4.A.7 of the Lease.
c. Article 4.A.9 — FHSHA is failing to maintain and properly secure access to the Property as required by Article 4.A.9 of the Lease.
d. Article 4.A.12 — FHSHA is failing to pay Rent as required by Article 4.A.12 of the Lease.
e. Article 4.D — FHSHA is failing to maintain and repair the Property as required by Article 4.D.
f. Article 6.C.8 — FHSHA has failed to provide VA unaudited income statements, balance sheets and cash flow statements* within the time periods required by the Lease. In addition, FHSHA failed to notify VA of the lawsuit filed against FHSHA by STV Incorporated (see Maryland Judiciary Judgment and Liens Search below). Both of these actions are required by Article 6.C.8 of the Lease.
g. Article 12.B.1 — FHSHA is failing to manage, protect, preserve, maintain and repair the Property as required by Article 12.B.1 of the Lease.
h. Article 12.B.2 — FHSHA is failing to employ a local, designated representative for emergency management, protection, preservation, maintenance and repair as required by Article 12.B.2 of the Lease.
i. Article 13.A.1 and Article 13.A.4 — FHSHA has failed to maintain and deliver to VA a current certificate of insurance or a certified copy of each policy of insurance, as required by Article 13.A.1 and Article 13.A.4 and requested by VA on numerous occasions."
"Id. at 704-09, Default Notice 2. Default Notice 2 further stated:
[I]n addition to remedying the aforementioned Lease breaches, FHSHA's failure to make progress, including its failure to obtain financing and begin construction of the Project, is endangering FHSHA's ability to complete Phase 1 of the Development Plan in the time required by the Lease. VA hereby demands assurances from FHSHA that it will complete Phase 1 of the Development Plan in accordance with the Lease, including construction and acceptance of the CBOC (Community Based Outpatient Clinic) within thirty-nine (39) months of the Effective Date of the Lease. . . . "
"On March 16, 2009, FHSHA responded to the VA's February 27, 2009 Default Notice 2. The response did not indicate that FHSHA would begin curing any of the identified defaults, with the exception of identifying a contact person and providing the requested income statements. The response did not provide assurances that the construction would be completed within the timelines set forth in the Lease"
Court report copied from:
https://www.leagle.com/decision/infdco20150601917
*As per previous communications with an aide to the Turkish President, where John David Infantino ran some scamming: "John Infantino is a master forger."
Infantino wasn't doing anything to make Bayside at Fort Howard happen, and he had no steady employees, no offices maintained long except virtual ones.
Therefore, I believe that the requested income statements provided are falsified.
