Aberdeen Proving Grounds Scam by John Infantino

A con man named John D. Infantino has a video online purporting that he built a military anti-terrorist complex at Aberdeen Proving Grounds in Maryland. It is a grievous crime against America. This must be acted on by authorities. 

It is shocking to see how many Department of Veterans Affairs properties are listed on Infantino's websites. Also some active military places, with the most angering to me being a video claiming that Infantino's Federal Development scam did tons of work on the Aberdeen Proving Grounds. He does this to convince potential victims of his scams that he led the way in constructing one of the most valuable military installations in the world.

Evidence Against International Conman John Infantino

Concerning real estate investment fraudster John Infantino: during more than the past decade, for well over 1,000 hours of intense work, I have done online investigations, evidence gathering, writing about the results, and sharing them via emails & website messages to hundreds of appropriate people plus I created numerous internet posts.  I have enough evidence for anyone to know that John David Infantino runs property development & investment scams all over the globe. He once held the developer's lease to Maryland's Fort Howard Veterans Hospital campus, where several times I had been an inpatient veteran. I love the place. Infantino had promised to create a really nice little community there, where vets had first choice on future living quarters. The man never has intention or ability to build anything anywhere. His intent is always to convince investors to be his financial victims. 

I possess copies of several of his scam websites, falsified self-promotion online pages, news articles from all over the world, several videos Infantino posted, and it all clearly reveals that John D. Infantino runs devastating con games internationally. I offer to share the entire set of files with any appropriate investigators. It is such a wide, deep & powerful collection of documents that I propose I speak about it and show a solid portion of it at a meeting with investigators, maybe some media, where I can explain to them enough of the evidence to set their minds straight on the sickening facts of the situation. Then they go and do their appropriate investigations to see what they can find out. I have never expected the world to accept what I have to say without professional investigators verifying the facts.  

The entire twenty years of the - exponentially worsening  - Ft. Howard VAMC property development tragedy is due to the usual devasting effects that John David inflicts upon severely victimised communities, and ripped off investors all over the world.

Below are screen captures of the thumbnails linked to folders and files of my evidence against John Infantino. The first image, though, is of the Infantino folder properties. You see that it is 29.4 gigs, 6,344 files, and 1,318 folders. 

It is shocking to see how many Department of Veterans Affairs properties are listed in these files. Also some active military places, with the most angering to me being a video claiming that Infantino's Federal Development scam did tons of work on the Aberdeen Proving Grounds. The most impressively shocking part is all those PDF files!! Some of their names reveal where John David ran or is running scams. To do a little fact-checking, simply web search the name of the PDF along with Infantino. You will not locate any online info of finished and successful anything. No grand openings, ribbon ribbon-cutting ceremonies. No anything saying any development project is a success. Much of what is on the PDFs and other places is lies about projects and properties Infantino never did anything positive for.

An investor who would have lost money to Infantino found some of my online words about Infantino, then told John David I was the one who warned the potential scam victim to not invest. That investor emailed me about the new JD Realty site.

Here we are at fifteen years past the time the VA fired John Infantino from his Ft. Howard VAMC property development lease, and Infantino still uses his fake development project - Bayside at Ft. Howard -  for promoting his investment scams as if Bayside is real and very successful. And as if he does not owe the VA and others millions of dollars due to just that scam. He owes it. As long as John Infantino's scam victims are still suffering from their scammed experiences - as some or all are - plus with Infantino still running scams where he uses Ft. Here is something from one of his Question and Answer pages:

Bayside is a unique life care retirement community offering an active, independent lifestyle in a pleasant environment with access to care for the rest of your life... We offer a one-year renewable lease option in addition to a life care program."

As an upfront payment to live on Ft. Howard till the resident dies, Infantino's "life care program" was set up to take everything a future resident owns. The application - a questionnaire - was offered online, but the applicants had to send a paper check to a post office box. Checks are more difficult to trace than digital transfers of money.

 John David Infantino had the lease to build vets' housing on the Ft. Howard Hospital grounds. I am not the only scam victim (I want to live on the Ft. Howard VA property) of Sociopath Deluxe John Infantino to create online info about him being an international scam artist. We need the VA to admit those facts and begin working hard to make amends to us affected parties by facilitating the beginning of development on the VAMC grounds.

OPINION

NANCY B. FIRESTONE, District Judge.

Pending before the court is the government's motion for summary judgment, filed pursuant to Rule 56 of the Rules of the United States Court of Federal Claims ("RCFC"). At issue is whether the Department of Veterans Affairs ("VA") properly terminated for default the September 28, 2006 Enhanced-Use Lease ("Lease") between the VA and plaintiff Fort Howard Senior Housing Associates, LLC ("FHSHA") at the Fort Howard VA Medical Center in Baltimore County, Maryland. The Lease was executed pursuant to the VA's authority under 38 U.S.C. §§ 8161-8167 and gave FHSHA the right to occupy the property for a term of 65 years, with an option to extend the Lease for 10 additional years. In exchange for its occupation, FHSHA was required to (1) pay consideration in the form of rent; (2) design, develop and construct a new 10,000 square foot Community-Based Outpatient Clinic ("CBOC") within 39 months; (3) design and construct multi-use residences onsite in compliance with "applicable" state and local laws, codes, and regulations; and (4) protect, preserve, maintain, and repair the property.

After several years, the VA became concerned about the status of the project and, starting in February 2009, the VA began sending notices of default to FHSHA. Ultimately, the VA determined that FHSHA was in default of the Lease and, on August 17, 2009, the VA terminated the Lease for default on the primary grounds that FHSHA had failed to (1) commence construction of the new CBOC such that it would be completed with the timeframe required under the Lease,1 (2) maintain and secure the property, and (3) pay its proportionate share of the utility bills.

FHSHA filed its initial complaint on August 16, 2010 and an amended complaint on June 29, 2012.2 In its complaint, plaintiff asserts that the VA's termination was wrongful on two main grounds: (1) its failure to build the CBOC was excused by the force majeure clause in the Lease, and (2) the government otherwise breached the Lease on various grounds. In its amended answer, the government counterclaimed for breach of the Lease and seeks $313,328.45 as the amount allegedly owed to the government under the Lease.

Here is the determination: 

Id. The Termination Notice constituted the designated VA Representative's final decision that the Lease is terminated in its entirety for the following reasons:

1. The defaults identified in the Default Notices constitute a failure to pay Rent, as defined in the Lease. The failure to pay Rent is a material default.

2. FHSHA's failure to maintain the Property and undertake the maintenance required by the Lease at the Property, as described in the Default Notices, are material breaches of the Lease and constitute a failure to pay Rent.

3. FHSHA's failure to secure the Property, as described in Default Notice 2, is a material breach of the Lease and constitutes a failure to pay Rent.

4. FHSHA's failure to maintain insurance on the Property, as described in Default Notice 2, is a material breach of the Lease and constitutes a failure to pay Rent.

5. FHSHA's failure to pay for electrical utilities, as described in Default Notice 1, is a material breach of the Lease.

6. FHSHA has taken no steps to begin the actual development or construction of the Project. FHSHA did not respond to VA's request in Default Notice 2 that FHSHA provide assurances that FHSHA would complete Phase 1 of the Development Plan in accordance with the Lease, including construction and acceptance of the CBOC within thirty-nine (39) months of the Effective Date of the Lease. To date (almost thirty-six (36) months after execution of the Lease), FHSHA has failed to obtain financing for the Project and no lender has been identified and confirmed that it is ready, willing, and able to provide FHSHA the requisite financing to enable FHSHA to construct the CBOC. In addition, no plans have been submitted to VA or the County for review and approval. Further, FHSHA has not started construction of the Project. Accordingly, VA has determined that FHSHA will not be able to meet the deadline of thirty-nine (39) months after the Effective Date of the Lease (December 28, 2009) for construction of the CBOC in accordance with the Lease terms.

Ft. Howard VA Property Zoning Situation

Email sent to Chief, Public & Community Relations at VA Maryland Health Care System R. David Edwards, on 2/21/2024.  

This is a community relations situation. We need the proper representatives from the VA to publicly establish the fact that the VA & Baltimore County, along with (fully qualified and experienced) leased developer Sam Himmelrich are not messing around with developing Fort Howard until they are able to build low-income subsidized housing on the former hospital grounds. It is publicly explained as proposed county code/rule/law being designed so that the county can place low-income housing there without rezoning, permits, or with input from council members or the affected United States Citizens. Supposedly, the developer will be able to bypass everything that everyone else has to do to develop housing. That is asinine!! 

When the VA fired the 1st lessee (International Super Scammer) John David Infantino from the lease, Infantino declared that he was not legally obligated to follow building codes/rules/laws. Later, he sued the USA (including taxpayers you and me) over it. I have a court report of the case, which states that Infantino was required to follow all codes/rules/laws. Surely that applies to the new developer, also. 

Plus, most low-income people will not move there, due to them needing to be close to bus service, stores, etc. It is nearly a 5-mile walk out of the former VAMC to the nearest store; along a two-lane road without sidewalks. Bus service for the area was barely used until it was canceled back in the 1990s. 

Numerous people are unreasonable about this. They are asking for support to stop the VA campus from being rezoned from 1 living unit per acre up to 500 living units; relying on the false information that the VA either wants to have low-income Section 8 in there or the residents will be wealthy nonvets. The property sure as hell can be an upscale gated community. I vehemently oppose either type of development. 

The greatest fears in the area community are that new housing will become a thriving illegal drug market. They believe some new residents, and drug addicts going there to buy, will be all over the area to steal from sheds, rob vehicles, do burglaries, rape people, get into arguments, start fights, and so forth. I know the community well, from the 1950s up to today. I love Fort Howard and its nearby neighborhoods. 

Himmelrich Associates is taking care of the property with grass cutting, fallen tree removal, and full-time security, along with various fixes & upgrades to the infrastructure. They have studied the property and are creating potentially sensible plans for its rebirth to veterans' uses, but cannot commit to proceeding with development work unless they will be able to make enough money to pay for the project.

I cannot recall if I read this or heard it from County Councilman Todd Crandell that the zoning changes were made to be a bargaining point, to bring the numbers of proposed future residents down from the outlandish 1,400 living units that Infantino, then the 2nd not qualified lease signer Tim Munshell had pushed for. Going up to being zoned for several hundred living units is what the situation is about, which may be the only sensible course of action. 

The VA created a community nuisance of the VAMC grounds. The place was left unguarded during the Infantino years, plus most of the time Munshell held the lease. Lots of people believe that the place is abandoned, consequently, they feel free to explore, photograph and video (YouTube) all through the broken-into buildings. There have been tons of people "partying" on the grounds.  Some people vandalized buildings for the power feelings of committing destruction. Others stole saleable metals, etc. 

Eight arson fires were set, destroying millions of dollars worth of houses, including the most valuable 1900-era homes luxuriously built for Army officers to enjoy living on the shore of the Chesapeake Bay and Patapsco River. There have been at least 60 people locked up for trespassing on federal land. Mostly young men in their 20s, who now have arrest records that might disqualify them from employment, college scholarships, and more. Many of whom were benignly enjoying the place.

Sociopath deluxe John Infantino's development promises led his multitudes of scam victims in steering their lives to soon be living or working at a nicely developed Ft. Howard Veterans Community. I know of two who sold their homes then had to move to lesser places. John David conned many people out of housing deposits, and the State's Attorney ordered the money returned. Has it been repaid?   

The VA owes America a written apology for failing to find qualified developers and then allowing the destructive failures, along with waterfront weather rotting buildings, to grow worse for 20 years. Therefore, I declare that the United States Department of Veterans Affairs is obligated to make something positive for veterans and the adjacent communities. AS SOON AS POSSIBLE. 

In my mind, the people responsible for the Fort Howard VA property development fiasco are guilty of MANSLAUGHTER! You know full well that if the first developer - International Super Scammer John D. Infantino - had been legitimate and developed the property, it WOULD HAVE BEEN GIVING SOME SUICIDAL VETS SUPPORT & REASON TO LIVE LONGER. That would be vets living there and others who are - RIGHT NOW - DEEPLY DISAPPOINTED, ANGERED AND DEPRESSED FROM KNOWING THE PROJECT HAS BEEN A HORRIBLE FIASCO FOR OVER TWO DECADES. I know these facts from in-person and online communications.

Accordingly, if a state or local government imposed taxes on FHSHA's (Fort Howard Senior Housing Associates, LLC) interest in the property, FHSHA was obligated to pay such taxes and the VA did not have the power under § 8167 to exempt FHSHA from paying state or local taxes. ...the court agrees that the Lease required FHSHA to obtain Baltimore County's approval for the development of the property. If FHSHA knew that it would have to construct 1,300 units rather than 550 units to make the Lease viable, FHSHA was required at a minimum to try to get permission from the County to build more than 550 units. The undisputed facts show, however, that FHSHA never sought a variance from Baltimore County. To the contrary, FHSHA decided not to seek a variance, but instead sought only an exemption from local land use rules. See supra n. 15. A request for an exemption is not the same as seeking to comply with local land use requirements through the variance process or otherwise. Because FHSHA bore the risk under the Lease for complying with Baltimore County's density requirements and failed to even attempt to comply with Baltimore County's zoning code, it cannot show that its failure to construct the CBOC (Community-Based Outpatient Clinic) should be excused because it could not finance the project. FHSHA simply failed to fulfill its obligations under the Lease. As such, the court finds that FHSHA's impossibility defense fails as a matter of law.16"

Vietnam Scammed by John Infantino

l was in the US Army during the Vietnam War but was stationed on Okinawa. I wanted the US to help Vietnam. Many American veterans of the war have good memories of the Vietnamese people: they made friends. I had a Vietnamese Navy man in my Army photography class at Ft Monmouth, and he was about as nice a man as can be. I need you to help me bring the facts of John Infantino International Super Scammer out in the open. He scammed in Vietnam as he has all over the globe - promises to finance and build $100,000,000+ property developments, makes people believe and invest in him, then he never does any real work at all on each project. He is still at it and uses the Ninh Thuan deal as a reference to why he is worth investing in. His masses of victims are innumerable. Many innocent people are blamed for what Infantino does when victims try to figure out why a project close to them fails. 

I am giving the Vietnamese Embassy opportunity to spread this info among the worldwide diplomatic core and be a positive force against scamming. 

My health is failing fast, and this work against Infantino has me suffering sickening & debilitating anxiety and depression every day. For me, wealth is nearly nonexistent - I barely survive.

Email to Attorney General About Ft. Howard Scammer John Infantino At It Again

This is an email I sent on 5/30/2023 to the Maryland Attorney General: We spoke several times about the fake developer John D. Infantino who took security deposits from vets for future housing he promised but did not build. You had a court case about it and told him to take his Bayside at Ft. Howard project website down. He used the site to convince investors that he was doing well on the project and needed investors (to scam). He took it down for a while, then several months later it was back up, and when I informed you you told me that if he had that, "He'll never build another thing in Maryland again." To which I replied that he never has completed any project he says he will or has. He is using Ft Howard in his worldwide scams again. The man is merciless about messing up masses of people's lives. 

You need to get on this. An investigation of this magnitude with the evidence I have on him, including what he still has online, can be a career maker for any investigator, writer, office, who helps take down International Super Scammer John David Infantino. I will cooperate with anyone who is onboard against Infantino.

Time For Ft. Howard VAMC Property To Be For Veterans Uses

 It is time to get this straightened out. Two decades ago, the United States Department of Veterans Affairs incorrectly declared that they were going to have a "veterans-focused" residential community developed on their property of the Veterans Affairs Medical Center at Fort Howard, Maryland. Two leases with unqualified 'property developers' and more later and the property has never been developed but allowed to be trashed, vandalized, misused, arsoned and to rot in the Chesapeake Bay Waterfront weather. Approximately 70 other such development projects - across America - are successful. 

Not only has this been extremely disappointing to many of us, but some vets thought they were going to move to Ft Howard and sold their homes. Those vets and others had put deposits down on future rental residences on Ft. Howard, and they may not have gotten their deposits back. John David Infantino did that to them, as he was running similar scams all over the world and had already run a few against the VA and the military.  All while making fictional grandiose claims of many real estate successes - including being property and/or asset manager to several VA facilities. He caused many financial and social tragedies all over the globe. 

The second lease holder - Tim Munshell - followed suit with Infantino (whom Munshell knows) and Munshell had the same lack of security guards for the property along with very little work done. Except that Munshell never tried the deposit scam, though he allegedly attempted to make a $10,000,000 loan ("seed money") from the Iron Workers Union Retirement Funds. 

Neither Munshell nor Infantino had any chance of bringing the massive amounts of financing required of them for the large project.

The Ft Howard VAMC property is well known among people who have explored the place for all these 20-years, thinking it was abandoned, interesting and spooky. I know of over 50 lockups made against young trespassers on Ft. Howard when VA Police were temporarily reassigned to the property. Plus other times when County police were called by neighbors. 

It is a terrible situation for the small civilian community of Ft. Howard. Eight arsons that even burned down the three most beautiful 1900-era wooden homes that were well-built for Army officer families. I have photos and videos online showing all I say of what damages are there on the Ft. Howard VAMC property. Other people have posted their numerous photos and videos online of them walking all over the property and in buildings. 

Nothing has ever been said by the authorities to Munshell or Infantino about the messes they made. Neither lived up to their signed agreements. 

John Infantino sued the USA over the VA canceling his lease for Ft Howard, and in the court case he partly proved himself to be as conniving a conman as I say he is.

I have copies of signed agreements, court reports, websites, online articles about Infantino or Munshell, and more. 

This situation has caused me years of depression and anxiety, as I did over a thousand hours of research, writing, photographing, posting and emailing about this. I can't take it anymore; this damned garbage is pushing me into my grave.

Day by day I wake up so sick inside I can hardly do anything. I am one of many who can have better life if the truths about this are presented to the world by a major publication.

I'm an old disabled vet, with one chance to have more years on Earth: I have to make this story happen and know of the ensuing legal actions against John D. Infantino and Timothy Munshell.

The entrance to the Fort Howard, Md. VAMC Property seen on 9/19/2022. You can see that there are tree debris on the road surface, which would have been cleared off by passing vehicles if any real work was going on towards the development project, but the grass was being kept cut so somebody has something to do with the place. Why are they not developing it!?!

Public Info Request To Maryland Attorney General about Ft. Howard Housing Deposits

I have proven well that the former lease holder for the Ft. Howard VAMC property - John David Infantino - is an international scam artist. He had signed on to create a "veterans focused" residential, retail, medical and commercial community. After several years of him not doing any work on the project, the VA cancelled the lease. He had taken housing security deposits from people who may or may not have been paid back. A legal order required him to pay the people back their deposits. I am requesting the list of those who were or were not paid back. 

Even if they were, their lives were disturbed by their mistaken beliefs that they would soon be living with other vets on the shores of the Chesapeake Bay and Patapsco River. At least one sold his and his wife's long time home, and then the couple had to temporarily move into their son's garage. John Infantino never had an actual real estate development firm, just the name for it. He rarely had any employees, and only virtual offices where several companies used the same address, but none had their own staff there. Infantino has never completed any real estate development. He is a complete fraud, who fooled the Maryland Attorney General's office and many more people around the globe. 

The public deserves proof that he did or did not pay deposits back to those who had dreamed of living on Ft Howard, but were broken hearted American Citizens when the project never happened. Please provide me with that proof.

"In order to apply to lease a rental unit, veterans had to submit an application packet and pay a "holder fee" of $500 for a single applicant or $750 for a joint application. A second deposit of either $1,500 or $2,250 was later collected from tenants to secure their residency."

The press release on that page ends with:

"he settlement requires Infantino and his companies to pay restitution to all Bayside at Fort Howard applicants whose money has not yet been returned to them. They must also pay the Consumer Protection Division $2,500 for its costs investigating the matter and a $10,000 penalty, which may be reduced to $5,000 if all terms of the settlement are met."

Two Hospital Stays as Inpatient But No Effective Acceptance That Anxiety Is Destroying Me

On May 4, 2021 I entered the MedStar Franklin Square Medical Center in Baltimore County, Md., and was discharged on May 6. I went in with severe anxiety, shortness of breath, and longtime arthritic knee pain, plus ankle and foot pain so bad I can barely walk or stand for long. On May 6, around 5:30 am, I had a serious anxiety attack, and it took me approximately 4 minutes to summon help from my bed. I hit the red button, then yelled for help for several minutes, then called the operator downstairs and she called up to the 6th floor nursing station and help came in. One male nurse said, “Just calm down,” and I yelled at him about not being able to it is an anxiety attack. The staff did not like that. I had had several previous attacks, with the worst one occurring in the Greene St Baltimore VA Hospital on April 5, 2019 and it was so bad they had to cut my shirt off during the emergency. “Just calm down” was a lame thing to say about a dangerous anxiety attack. Then they brought in an anxiety med I had never been given before, and it worked. Later that day, I was given another one and my anxiety symptoms subsided. 
I had been telling staff all along it was anxiety. They did a Cat Scan of my abdomen to see why I had been nauseous for two weeks, though I had insisted it was anxiety. I had another Cat Scan of my chest and found out blood clots there had gone. My blood pressure kept skyrocketing. The did an EKG, and a Sonogram of my heart – both of which showed my heart is good, though I was telling most every staff member who worked on me that it was anxiety not physical. There was another big MRI type test of my heart, because the doctors thought they may have seen blockage. They did see a small Kidney Stone, which I have been aware of by the mild pain. 

An Occupational Therapy consult had gone in the day I arrived, and the therapists came up the afternoon before I was discharged. They gave me a walker, and that was about it. I needed, and had expected, to be fully tested in the Occupational Therapy section. The staff refused to allow me to call a taxi to leave, to go back to a motel (I am homeless), and insisted I go by ambulance because they were afraid I would fall. They were that concerned about my leg pains, difficulty breathing and all, but not enough to give a full physical testing. They were angry at me for shouting, when I was deep into the frightening anxiety attack. I feared death. 

I had gone to Franklin Square when a nurse from my VA primary care team called me at the motel to follow up on my previous week’s 4 day inpatient stay at Baltimore’s Greene St VA. I was having a horrible anxiety attack all day, it felt like I was on fire and under water with lead boots on. I had thought about dialing 911, but was so exhausted from shortness of breath and dealing with tortuous leg pains and anxiety, the VA’s refusal to treat me properly for anxiety and leg pains, I did not feel well enough to ride in an ambulance. The VA insisted they call 911 and did. Which may very well have saved my life. 

Anxiety – nearly daily for months - causes my heart to race and my blood pressure to soar. I regularly feel as if fire flows under my skin and shoots out the pores like gas jets. 

That previous week’s VA stay began on April 26, 2021 and ended on April 30. They had performed most of the same 21st Century medical tests as Franklin Square, with me constantly telling the VA staff that anxiety was what was doing the worst to me. They also had Occupational Therapists come to my room and give me some home aids, but they never tested me in their lab. I cannot effectively walk anymore. I have rarely owned a motor vehicle and have had to walk a lot in my life. I’ve backpacked on trails when younger, delivered truckloads of heavy office furniture, worked on a steel mill blast furnace labor gang, etc.. I need wheels under me know to get around now. I nearly collapse when walking a half a block or standing in line in a store. 

Doctors asked me if my heart races, but I did not realize it often did during anxious times until it happened during the VA’s Sonogram of my heart. When the tech told me that my heart was racing, I told her that it was due to thinking about a serious international project I have been working on. I had already told most of the doctors and nurses in both hospitals that the project is what is causing consistent anxiety and bad attacks. The VA gave me an anxiety med that does not take full effect until 4 weeks into taking it. Not much good for now. 

At the VA, my blood pressure stayed high, and they did not want to release me till they figured out why by looking at the test results. They had several meetings among doctors and nurses about it. I told them again it was anxiety. The doctors told me that my heart is good, and the anxiety is not going to kill me within a week of being discharged so they could not keep me as inpatient. 

I use a VA wifi monitored CPAP machine, and they can see by that I am having anxiety disturbed sleep and trouble breathing.

Since back around the year 2000, I have been receiving a VA Non-Service Connected Disability Pension for depression and anxiety. They are service connected, but the VA refuses to grant me that service connection. I have applied several times since the 1970's. My time in the Army was 1969-71.  

I have requested inpatient physical therapy from both the VA and Franklin Square – my Medicare coverage. The Medicare Cigna-Health Spring Preferred HMO social worker called me and, in the conversation, I learned that to get into civilian inpatient physical therapy I need to go right from a hospital. My VA primary care doctor said it was determined I do not require inpatient care. Both determinations made without Occupational Therapy testing me. 

I am trying to get into Perry Point VAMC for inpatient therapy, then into veterans’ housing that is on or next to the VA campus at Perry Point. I am determined to lose enough weight for new knees, and I have a lot of photography and writing I do and need to continue.   

I also need to bring this international project to a completion. It is about the Ft. Howard, Maryland VAMC property sitting and rotting for 19 years, due to an American international conman – John D. Infantino - who was supposed to create a vets’ community on Ft. Howard. He also did the same to vets and active military in Ft. Bliss, Tx. and Ft. Ord, Cal. And more and others all around the globe. He also claims to be employed by the VA, but is not, and to have done many real estate developments all around the world – but has not. He has cost millions of dollars to the US Government and many others. Has caused billions of dollars in lost developments. Probably has scammed millions from investors. I have done over a thousand hours of online research about him, posting online about and writing to media, politicians, the VA, the Maryland Attorney General, and regular citizens about him. He must be stopped and punished, while the VA and others learn how not to be scammed like that. 

I am a victim of John David Infantino’s worldwide scams. Had the United States not signed a lease with John Infantino to develop a veterans’ community on the former Fort Howard VA Hospital grounds, and the federal government had made the agreement with an actual developer, I could have been living a better, healthier life there. I investigated John David too deeply. I learned too much. I realize too intensely the depth, width, height and scope of his massive damages to people and communities worldwide. His guilt rides on my shoulders, crushing the life out of me, until millions of his victims around the world accept that he conned them.    



Sign the Petition To Have The VA Make Something Positive of Their Ft. Howard Property

 After nearly two decades of Maryland's Ft. Howard VAMC property wasting away, it is time to raise hell about it. Beginning with you signing and sharing the petition linked to below. In 2004, Ft Howard was set to be developed into a veterans' residential, retail and medical community. It is supposed to have individual living units, assisted living, and a nursing home, small shops and eateries, plus a VA medical clinic. In 2006, the VA signed a lease to it with (fake) developer John Infantino, and he lost the lease after years of inaction at beginning the development work. Infantino rarely had security there, and the place was vandalized terribly.

Then Tim Munshell took over with a new lease, and he not only is not qualified, he did not take care of the property either, and eight arsons happened destroying the best waterfront old houses and more. He left it that way, though he is legally liable for reconstructing the houses exactly as they were built in the 1900-era. The last lease holder is Sam Himmelrich, who is an accomplished Baltimore developer of old properties, but there is newer zoning that he says limits the number of buildable living units so low he can't make enough off rents.
Government rules are that after three fails at development, the property is taken from the VA and given to the US Government General Services Administration to be disposed of. If Himmelrich goes, we vets loose Ft. Howard. And the area community will not like that.
Fort Howard deserves the support of all Americans. It is a great place for veterans' health care and homes.

People Need to Face It That the Ft. Howard Development is Still Stalled

 Right now! It is time for citizens to make known to the VA, politicians, and media that what is happening to the former VA Hospital on Ft. Howard is a terrible thing. If you don’t, I suspect a lot of people will really regret it. The US Government is going to do something with the property. I had a conversation with the Baltimore VA's R. David Edwards - Chief, Public and Community Relations. Mr. Edwards informed me that the VA gets three chances to have a VA property redeveloped. Then the General Services Administration takes over the property and has a list of three other entities whom the property is offered to. If number one turns it down, number two is offered; then if that is not accepted number three has a shot at it. I cannot recall the names on that list, and if they all turn it down I cannot recall what he said happens next but the land may be sold. Either way, veterans loose it, and the Ft Howard area communities may be negatively impacted by the next use of that federal property.

I do not know if the VA has or has not begun to make moves towards cancelling the current lease to Ft Howard, but they may be. The tricky question I do not have the answer to is whether the current lease holder is still the second one, Tim Munshell, or the current developer, Sam Himmelrich, has a third lease. About a year ago, Mr. Himmelrich and I exchanged some emails, then had a long conversation on the phone. He invited me down to see the work he has accomplished in restoring the Ft. Howard campus. He is a fan of my photography, and I was to take photos and write about it. Sam Himmelrich is the first actual, experienced and successful real estate developer to work on the property. Sam no longer answers my emails.
Due to the first lease holder, John David Infantino, being nothing but a conman who has never done any development, the VA made a serious mistake by signing the lease with him. I say his lease should not count in the "three strikes you’re’ out" regulation that puts the property up for grabs by entities outside the Department of Veterans Affairs.
Tim Munshell has no full project development experience or abilities, but he did study the property and was hired by Himmelrich to do what Tim actually does well on a development project. Which I have said all along Munshell was up to – to be between the VA and a real developer.
If people do not get with this and make some efforts to force the VA into setting this situation right, veterans and the Fort Howard, Chesapeake Terrace, Millers Island, Lodge Forrest, Lodge Farm and Edgemere neighborhoods may very well be grossly, negatively impacted.
The US Government is going to do something with the property.
Do all you can to assure it has a positive outcome.
The photo is of the entrance to the Ft. Howard VA property on Easter Sunday 2021. That yellow gate should be closed and locked. I did not step further towards the tall fence to see if there is a lock on it, because that could get police called for trespassing. It had rained several days prior, so I saw that the washed out tree debris would have shown tire tracks if vehicles had been in there recent to that day. Which means if there are not security guards living in there, then there may not be any security. Himmelrich did have good security posted there.
